Section 2 : Safety in child care

2.1 How the CCEYA Ensures Safety for Toddlers

The Child Care and Early Years Act (CCEYA), 2014 is Ontario’s legislation governing licensed child care. For toddlers (18 months–2.5 years), the CCEYA sets out requirements that ensure their health, safety, and well-being in child care environments. Key safety measures include:

  • Staff-to-child ratios: Ensures adequate supervision (e.g., 1 educator for every 5 toddlers).
  • Safe physical environment: Mandates regular inspections, safe equipment, and hazard-free spaces.
  • Health and medical procedures: Requires policies for illness, medication administration, and emergency response.
  • Daily routines: Specifies routines for sleep, nutrition, and hygiene appropriate for toddlers.

These regulations are designed to minimize risks and promote a secure, nurturing environment for young children.

2.2 Safety Forms/Documents in Childcare Settings

A. Accident/Incident Report Form

What it is: A document completed whenever a child experiences an accident or incident (e.g., minor injury, fall, bite) while at the centre.

Requirements for Completion:

  • Child’s name and age
  • Date, time, and location of incident
  • Description of what happened
  • Actions taken (first aid, comfort, etc.)
  • Staff signature and parent/guardian notification/signature

Purpose: To ensure all accidents/incidents are documented, communicated to families, and reviewed for prevention strategies.

CCEYA Relevance: Section 39 of the CCEYA requires licensees to keep records of any occurrence affecting the health, safety, or well-being of a child. This form supports compliance by providing a clear record and accountability.

B. Daily Health Check Form

What it is: A checklist completed each morning to assess each child’s health status upon arrival (e.g., signs of illness, injuries).

Requirements for Completion:

  • Child’s name and date
  • Observations (temperature, visible symptoms, mood)
  • Any concerns noted (rash, cough, bruises)
  • Staff initials/signature

Purpose: To identify potential health issues early, prevent spread of illness, and ensure children are fit to participate safely.

CCEYA Relevance: Section 33 of the CCEYA requires daily observation of children for signs of ill health and prompt action if concerns arise. The health check form provides documentation and supports proactive safety measures.
